06 May: Will the Smart Meter replace the units that measures amount of electricity used (ie. the meter) and any associated timing device that regulates when off peak periods are switched on and off. (ie. the old white meter arrangements.)

Thank you for your enquiry. The government has mandated that all existing residential traditional meters must be replaced by smart meters by 2020.   The smart meter will be give you a profile of your energy use. So you can be in the driving seat - you can choose how your use your energy and when, by taking advantage of cheaper energy at certain times of day to flatten consumption peaks, for example cheaper energy "happy hours" .
