There is no charge for installing smart gas or electricity meters, just as there is no charge for installing traditional meters today. The display unit that comes with a smart meter is a separate device and is often called a smart meter, when in fact it is simply presenting the consumption information from the smart meter.
These display units are usually mains powered but use minimal power to run them. There are simple display units available now that can be connected to your existing electricity meter to give an indication of how much energy is being used. These are not smart meters but will provide you with information on how much you are using.
