28 Aug: I don't agree with your answer to the question about standing charges and primary and secondary rates. Surely your fixed costs are business costs and should be included in your unit price. i.e. all customers should be charged a slightly higher price per unit instead of the current method, otherwise the aged and poor pay more per unit than larger users. When we fill up our cars with fuel, the owner/manager doesn't say you must pay x pence more for the first y litres to cover distribution costs, pump maintenance costs etc. I have more to add if you would like to wish to continue?

We stopped using standing charges after feedback from our customers – some said they felt as if they were almost being penalised for being low energy users. This group included the elderly and those who had to manage on a tight budget. They were against being made to pay a standing charge even though they were hardly using any energy.
